The 5th Turkish Patent Rewards, which is organized by the Ministry of Science, Industry, and Technology and Turkish Patent and Trademark Office in order to raise the public awareness of Intellectual property rights, and make innovation put more emphasis by academicians and all other groups, was held in Ankara with the participation of President Recep Tayyip Erdoğan.
President Recep Tayyip Erdoğan said in his speech at the ceremony that the country with the highest number of trademark applications in Europe since 2011 was Turkey. Explaining that Turkey remained successful last year with 110.000 trademark applications, Erdoğan added:
"These data reveal the desire of Turkish people to create their own trademark and their entrepreneurial spirit. No power can stand on the way of this determination. We should only lead the way and provide our support. By just looking at the Intellectual Property Rights data, you can see a Turkey that is growing out of itself. Now, the whole world sees Turkey growing, developing, and advancing with firm steps. Frankly, I believe that the problems we have been facing, especially in the last 3 years, are related to this. I specifically highlight this; if there are games being played on our country, you should know that there is this breakthrough behind those games. Whoever believes that Gezi Park protests, the coup attempt between December 17-25, the recent acts of terrorism, and even the developments in our region have nothing to do with this situation, I doubt their apprehension. However, this truth must be realized: Turkey is no longer the old Turkey. Turkey, breaking down with every strike, sinking into crisis with every little manipulation, and having its stability on the thin ice, is long gone now. We advance with firm steps towards new Turkey. With the God's help, we will surely achieve our goals of 2023. No one should doubt it."
President Erdoğan stated that everyone, who helped them in this fight, would take the place they deserved in the heart of the nation. Indicating that it's not a matter of discussion that Turkey will be contented with little successes where it stands now, Erdoğan added:
"We have big, big goals. We will not consider ourselves successful, not until we make Turkey among the biggest 10 economies in the world, and see it happening. We will not be relieved, not until we increase the nation's economy to 500 billion dollars. Turkey, without creating its own automobile and defense industry products based on high-technology, and having its own softwares, is not the new Turkey."
Highlighting that the Intellectual Property Rights issue is closely related to the new Turkey goals, Erdoğan noted that everyone must undertake tremendous tasks and responsibilities in this matter.
The Success of Turkish Patent and Trademark Office
Addressing to those who work in this field including the award-winning companies and institutions, Erdoğan added: "Let us make a more significant breakthrough altogether regarding Intellectual property rights in 2016, the first quarter of which has provided very positive signals. As you might observe, all the support mechanisms you need are carried into action one by one. Structural reforms are being realized, and they will continue to do so. We prepare the Intellectual Property Rights system according to tomorrow's Turkey and the future's competitive environment, not to today's.
Since it could not analyze and examine the patent applications in the early 2000s, the Turkish Patent and Trademark Office had to forward those applications to the patent offices in foreign countries. Now, look at where we stand today. Today, the same institution has reached the level of being considered an international patent research and examination authority. Indeed, we are making a positive progress in the process of international authority application made to World Intellectual Property Rights Organization of the United Nations. We hope that at the end of this year, Turkish Patent and Trademark Office will become an institution that provides service on an international level. Just by looking at the results of the work of Turkish Patent and Trademark Office in 14 years, we can see from where Turkey has come to this point."
Stating that the corporate level progress brings the opportunity to open up new fields regarding Intellectual property rights, Erdoğan noted: "Detecting the needs of countries, with which we have had strong historical and cultural bonds, in the matter of Intellectual Property Rights, we must provide them with the necessary contribution and support. I would like to express that I will particularly support the practices in this matter."
7 regions are promoted by 7 geographical indications
President Erdoğan emphasized that one of the most critical matters for the country's Intellectual Property Rights system was legal infrastructure, and that he was glad that as an important step in this way, the Draft Code of Intellectual Property Rights had been forwarded to the TBMM in the past few days. Erdoğan said that he believed that this draft law, prepared with the contribution of all related groups, would be legalized in a short time.
Indicating that the new law will bring important regulations, which will contribute to turning the increase in Intellectual Property Rights applications into value, Erdoğan noted: "I expect the patent market practices, conducted within the body of Borsa İstanbul, to be completed and implemented in a short time. The geographical indications, specifically included in the Intellectual Property Rights Code, will help us better protect the products regarding the history, culture, and the geography of our country, which we inherited from our ancestors. In fact, many of our cities, provinces, and regions are known better and visited more, thanks to the work that has been conducted so far. In this context, especially our governors of the cities, our mayors, our commerce and industry chambers, and non-governmental organizations carry a lot of responsibilities."
Stating that they will give Aydın and Antalya awards for their success in geographical indications and branding, Erdoğan also noted that he visited the exhibition area outside the hall, and saw their products and success.
Pointing out that 7 geographical indications from 7 regions of the country were promoted, Erdoğan said that they would give an award to a company, which had contributed to the awareness of geographical indications, and that these were all very important and pleasing developments.
Emphasizing that in the following period, the number of registered geographical indications, which is 189, must be increased and more effort must be put into the promotion of all geographical indications worldwide, Erdoğan added: "It's time to protect the values Turkey has both inside and outside the country better. We remember very well that our values, which we could not protect and included food and motives, were owned by others through international patents in the past. Now, we have to eliminate this shame. Now, our cities and companies must protect their values, and our country must protect all of them to register the trademark of Turkey in every field."
Fikri Işık, the Minister of Science, Industry, and Technology, stated in his speech that they gathered to reward persons and institutions, that had provided added-value to the Turkish society, industry, and economy with their inventions, designs, and trademarks; and that the holders of inventions, designs, and trademarks had created a difference by caring about R&D and innovation, and had contributed to the development of themselves and the country.

Congratulating all persons and institutions that have won an award, Işık added: "Those who have won an award today are actually given the biggest award of all; the spectacular feeling of having achieved something."
Stating that Turkey has achieved important developments in every field of life since 2002, Işık also said that one of the most critical matters of the new period was naturally intellectual and Intellectual property rights for a new country, which aimed to increase its technological capacity.
Claiming that the course of global economy can be understood by looking at the developments in Intellectual property rights, Işık noted: "We, as Turkey, attach great importance to increasing the patent, design, and trademark applications in our country. We are one of the most successful countries in terms of the rate of increase in the applications. However, it is true that we have not reached the level we would like to be yet."
Emphasizing the importance of maintaining the rate of increase in patent, design, and trademark applications, Işık noted that increasing the rate of commercializing the registered applications in the following period is very important to turn intellectual property rights into economic and social benefits.
Stating that they will apply corporate and income tax exemption by 50 percent for the incomes obtained from commercialization of the patent or utility model certified inventions, Işık said that they brought together those who would like to license or transfer their technologies on a website called "Technology Transfer Platform" and those who would need those technologies.
"Draft Intellectual Property Rights Law will empower the business environment"
Indicating that they continue to work to establish an Intellectual Property Rights Market within the body of Borsa İstanbul, Işık noted that they would have established Patent Market in Turkey in this year.
Explaining that they have taken a very important step in the R&D Reform Package and decided to support design activities, Işık emphasized that they believed that supporting design centers just like R&D centers was a revolutionary step.
Pointing out that they implemented another action in the election statement and started supplying the patent and standard documents of SMEs through KOSGEB (Small and Medium Enterprises Development Organization of Turkey), Işık said that the Draft Intellectual Property Rights Law, which is one of the most important reform promises of the government and has been forwarded to TBMM, would empower the business and investment environment.
Stating that they will make the process of trademark, design, and patent application, registration, and protection faster and more efficient, Işık said that they would strengthen the legal enforcements over penal ones in case of the violation of Intellectual property rights, bring innovation analysis for the designs, and remove the patent system with no analyses.
Stating that objection right for the patents after registration will be allowed, Işık added: "We will grant the right ownership of the invention that is shaped as a result of the public supported projects to the party that conducts the project, with the aim of making commercialization easier. With the new departments and staff created, we will increase the administrative capacity of Turkish Patent and Trademark Office. We will implement regulations regarding patent and trademark attorneys, who are among the most important elements of our Intellectual Property Rights system. We will build up a much stronger Intellectual Property Rights system, only a part of which I mentioned here, with similar steps in every aspect."
Emphasizing that they will make TTurkish Patent and Trademark Office an International Patent Examination Office by the end of the year, Işık said: "A patent application made in Turkey will be valid in the whole world once examined by Turkish Patent and Trademark Office. We will have implemented it by the end of the year."
President of Turkish Patent and Trademark Office (TPE), Prof. Dr. Habip Asan stated in his speech at the 5th Turkish Patent Awards Ceremony that they gathered to award persons, institutions, and organizations which have made the most Intellectual Property Rights applications of especially patent, trademark, and design in Turkey in 2015.
Stating that the patent applications made in a year in 2002 are made in 3 weeks today, Asan said: "We aim to see a Turkey where at least 50 thousand invention applications are made in 2023."
Emphasizing that important developments have been made in different sectors starting with economy in the last 14 years, Asan said that the field of Intellectual Property Rights, one of the most important compounds of R&D and innovation ecosystem, has received its share of these developments.
Stating that the patent applications made in a year in 2002 are made in 3 weeks today, Asan noted: "It is equal to almost 16 times increase. We are not contented with it, and we aim to see a Turkey where at least 50 thousand invention applications are made in 2023."
Pointing out that patent applications of a country provide important information regarding the future of that country's economy, Asan added: "Despite the bearers of bad news both inside and outside, the patent data of the first quarter of 2016 clearly indicate that Turkey is advancing towards a bright future."
After the speeches, the awards were granted to their owners by the President Recep Tayyip Erdoğan; the Minister of Science, Industry, and Technology, Fikri Işık; and the President of Turkish Patent and Trademark Office, Asan.
